About Cape Cod Septic Experts
Plain guides to Title 5 and septic work on Cape Cod and the South Shore, and a simple way to get a free local quote.
What this site covers
Cape Cod Septic Experts is a plain-language guide to Title 5, the Cape’s nitrogen rules and the loan and tax credit programs, written for homeowners, buyers and sellers in 23 Barnstable and Plymouth County towns. Every rule and dollar figure links to the agency that publishes it, and each page carries the date it was last checked.
Why this site exists
Title 5 itself is the first reason. The regulation, 310 CMR 15.000, is clear once you read it, but most people meet it in a purchase agreement or a failed inspection report, and the answers they find online are often ten years old. The Title 5 guide is our attempt to put the rule, the four results and the two-year clock in one place with the sections cited.
The second is the money. The state septic tax credit changed in 2023 to 60% of costs and an $18,000 lifetime cap, and many pages still quote the old $6,000 figure. Barnstable County’s AquiFund lends at 0% to 5% but stops at the canal, while Plymouth County towns run their own programs or none. Getting those numbers right, with a link to the agency page and the date we checked, is most of what the money guides do.
The third is the 2023 nitrogen amendments. They designated 31 Cape Cod watersheds, put an I/A mandate on the table, and then every Cape town filed a notice or application that suspended it. Whether a homeowner replacing a system in 2026 needs a nitrogen-reducing unit depends on the town, the watershed and the local board of health, and we wanted a page for each town that says which.
